14-19 White Paper CoverThe White Paper published by the Department for Education and Skills on 23 February 2005 responds to the challenges set by the Working Group on 14-19 Reform, chaired by Sir Mike Tomlinson.

The Government sets out a series of ambitious targets including:
  • ensuring that every young person masters functional English and maths
  • stretching all young people to achieve more
  • helping universities to differentiate between candidates
  • improving vocational education including new specialised lines of learning leading to Diplomas in 14 broad sector areas
  • greater freedom in the curriculum at Key Stages 3 and 4
  • after piloting, the introduction of more demanding, optional questions at A level and an extended project, and the availability of HE modules, and
  • re-motivating disengaged learners
