OLASS Learners' Journey

The OLASS Framework
The Offenders Learning and Skills Service (OLASS) Delivery Framework was developed by the Offenders Learning and Skills Unit (OLSU), the Learning and Skills Council (LSC) and three Development Regions of England. The Delivery Framework sets out responsibilities to meet the goals of the offenders’ learning and skills service. Offender Learning Journeys for adults and juveniles describe how the Service is to be delivered.

The OLASS Vision
LJ Online
  • offenders, in prisons and in the community should have access to learning and skills which enables them to gain the skills and qualifications they need to hold down a job and have a positive role in society
  • content and quality of learning programmes and qualifications for offenders are the same as comparable provision elsewhere.

The role of the Passport Learners' Journey (LJ) edition was to support a process of identifying learner needs, planning and implementing whole programmes and reviewing progress on a regular basis.

How Did It Work?
An Offline version allowed individual Passport LJ files to be downloaded to a laptop facilitating one-to-one working with learners in a secure environment where internet connectivity was not available. Data was uploaded from the Offline version back to the Online system on a regular basis allowing tracking, participation by other professionals and ultimately transfer to another institution or organisations able to support the learner on release. A Managers’ program allows broader checking of learner statistics and access to management functions like creating, moving and archiving learners and advisers.

Three critical features of Passport enabled the pilot to move quickly into action. These were:
  • Passport separates questions and other form data from the actual programming - this allows us to add new tools and edit existing ones without having to reporgram the whole suite
  • Passport is built in a modular way allowing the format of the forms and graphics to be changed to appeal to a different client group
  • the existence of an Offline version enabled Passport LJ to be taken into secure environments where there was no internet connection.
